Story: Having just been to New New York, the TARDIS heads to old New York, in November 1930. The Empire State Building is just nearing completion, and in the Central Park Hooverville, dozens of down-on-their-luck New Yorkers are desperately trying to survive the effects of the Depression. Many of them have found employment with the Empire State Building - either working on its construction, or doing other odd jobs around the building. The trouble is, many of the men who are hired never return. Job-related fatalities? Or something more sinister?

When the Doctor and Martha begin to investigate, they find alien biomatter discarded in the sewers, and are soon pursued by a horde of large-tusked pig-men - so it's clear that something out of the ordinary is going on. When one of the pig-men captures Martha, she meets the source of the problem: Daleks, survivors of the Canary Wharf battle desperate to rebuild their race. It's up to the Doctor and Martha, the Hooverville residents and a glittery showgirl to put an end to the Daleks' plans before they progress to the next stage in their evolution...
