Story: In 1807, famed pirate queen Madame Ching — single-mindedly searching for the lost treasure of the Flor do Mar — stalks into a seaside Chinese village, hunting for a map carved into the plinth of a local statue... but her attempts to chip it loose shatter the statue, freeing a long-trapped Sea Devil from its imprisonment. The TARDIS crew arrive to find the village's inhabitants massacred, just before the reawakened Sea Devil is rescued by a flying, technology-augmented galleon. The resurrection of a Sea Devil army, the Doctor and Yaz realize, bodes ill for humanity.

In order to secure Madame Ching as an ally in their fight against the Sea Devils, the Doctor and Yaz go hunting for the lost treasure. Meanwhile, Dan and the lone survivor of the village massacre sneak on board Madame Ching's ship, where they face down one of the Sea Devils' deep-sea pets. But Madame Ching and the TARDIS team aren't the only ones in search of the treasure: the Sea Devils, too, are trying to track down an ancient, powerful technological relic stolen by the crew of the Flor do Mar, and if they find it, it will enable them to alter the course of Earth's history.
