Story: The Doctor brings Rose and Adam to the year 200,000 so that they can witness the fourth Earth Empire at its interstellar height. They arrive on the news broadcasting satellite Station Five, through which news from around the Empire is processed as it orbits the Earth. But despite the Doctor's promises of great wealth and fine dining, the station seems to be a bit grotty.

The Doctor quickly realizes that the technological level of the Empire is far less advanced than it should be - but why? Who is in charge of the news output that gets transmitted across the Empire? And what really awaits newly-promoted employees on floor 500, where the walls are said to be made of gold?
